The ultimate determination will be by the shop doing the work. There is no "standard" when it comes to this. Some may just say "no" if there is fuel in there, others will charge more since they will need to pump it out. However, it can't hurt to run them down - it can only help.
Personally, I would pump it out (manual pump or electric pump approved for gas) and into a container. Then put it in my cars.
Now, if by "inspected", you simply mean you want them to give it a visual lookover, then no, fuel doesn't have to come out. But you can't see the whole tank without removing it.
