I recently bought a 1995 Seafarer stern drive, 5.1 volva penta. Grady says they install water/ fuel filter systems in all there boats. I can’t find one in my boat. I haven’t looked under the deck yet. Any clues?

Well I would look under the deck! Follow the fuel line from the tank to the engine. Probably on the engine block.
At 3 decades old, the answer could be who knows what. Forget about what may/may not have been there 30 years ago - focus on what is there now. Follow the fuel line from the tank to the carb - if it's there, you'll see it. It could be on a bracket on the engine or a stand-a-lone FWS. If not, go ahead and install one - but be wary of above/below deck installation and CG reg's.
