‘98 208 Small Rod Holder Question

Does anyone know what these smaller holes are for? They are forward of the rod holder. Outriggers perhaps? I don’t know if they are original or something put on by previous owner.

I also have a 98 with the same holders I believe it was a for a sun shade cover .

Mine are for outriggers but have not tried to set them up, 20 years old.

Sun shade cover or outriggers seem logical. Especially if there a matching one on the other side. Could be a flag pole holder but would be odd placement so probably not i guess.
on my boat I think someone added a stern stainless rail making a couple rod holders underneath the rail unusable, who knows with the logic of POs sometimes!
