I have a 1986 Sailfish and have to replace the overflow hose for my live well. Is there any other way to replace this hose without cutting an access hole directly behind the drain location in the step up to the helm ?

On my 1989 Sailfish I was able to get to that hose without cutting any holes, but it was ALMOST impossible. I removed the bulkhead between the baitwell and the "aft bunk", the place where you put stuff in the cabin below the port helm chair. I had to jack up the deck a little to be able to slide the bulkhead out after removing the screws. You can barely reach the overflow drain, if you have pretty long arms, but you cant see it. Getting the old hose off was the easy part. It took me a couple hours to get the new hose on, double clamped, but it is do-able. while I had access I added a recirculating pump and a light to the baitwell. Shortly after the old original baitwell/washdown pump took a dump so i had to remove the bulkhead again to access and replace that. Still running the original fresh water pump, probably should have changed that at the same time but didnt. Feel free to pm me for info, I would be glad to talk to you on the phone if needed.
Im still trying to figure out how to access the fish box drain fitting and hose to replace. I basically see no option other than to cut a hole in the bottom of the fishbox near the drain. Basically cut the area around the drain out and replace it with a new piece with the hose and fitting already installed and glass it in then gelcoat. If anyone has any experience changing this fitting please jump in!

I replaced my thru hulls which included the hose to the livewell drain. We were able to get in there like you mentioned by removing the bulkhead in the under deck berth.
Later, I was able to replace the drain for the livewell as it had cracked. I accessed this through the deck plate already installed, in which I had replaced with speakers. It was accessable here with not much issue. It is very tight in there though.
