1987 Seafarer Steering Question

I am re-doing a nice 1987 Seafarer that came to me from Wisconsin. I'm almost done with the project and took her out on a local lake last week. Although most everything was "right;" the steering was really difficult--took both hands.

This Seafarer has a Mercruiser Stern drive with power steering off the engine block. My question relates to how that is regulated from the helm.
This does not look to me to be cable driven from the helm; there are two thin lines (about 1/4 inch or a little less) coming out of a square box at the back of the helm rather than a large cable. But my mechanic says that Mercruiser didn't build a hydraulically controlled power steering ram.
Does anyone know what type of steering was used at the helm on these sterndrives?
