bilge water

Is it normal to have a small amount of water remain in the forward bilge while the boat is at rest? Not enough to trigger pump.

*aft bilge is dry at rest
*both pump seem to operate properly - battery switch on or off
*water drains aft while under way but not enough to trigger aft pump
*Forward bilge / water resevoir & head holding tank sections drain together to the aft bilge by way of a long PVC drain tube.
*Aux fuel tank / Main fuel tank sections drain separatley to the aft bilge

While inspecting issue, I found and removed construction debris in the drain tube (resin clumps) running from the forward bilge. I was able to run a snake all the way down the tube so I know it's not completely clogged. The forward bilge seems to sit lower than the aft bilge and the water collects there. I thought I might be bow heavy but the only thing in the cabin is fishing gear and a bag of clothes. I usually keep a full tank so that's 130 gallons aft. Seems odd that the lay of the boat favors the bow?
I know this is long winded but I wanted to put as much information as I had out there. Thanks for any info, suggestions or thoughts.

Yes, unless it never rains where you are and water doesn't enter anchor locker.

It seems to be particular to the deep forefoot on the Grady's. Mine is on a trailer and sometimes doesn't trigger either the forward or aft bilge pump until it's pulled up the ramp.
