deck drain holes through transom

I recently bought a 2000 Tournament 192 that had a transom replacement (thieves cut motor off the boat!!). The repair job was done professionally, and looking at the boat you can't tell it ever happened. However, where the deck drain holes go through the transom, there is no tube lining the hole. Just a hole through the glass and plywood. Looks like the plywood in the hole was sealed with fiberglass or ??, but I'm worried about water getting into the transom. Is there supposed to be a liner going through the transom? Should I put a liner in there? I don't want to have the transom rot if I don't have this properly sealed up.

There usually is a metal tube that is flared to make a tight seat. The tubes come in different diameters and lengths with one end flared. Flaring the other end is the tricky part. There are special tools to do the flaring but I have never seem one in person
