Does the 300 model have a drain in the anchor locker

I would expect a drain. Typically there is either a hull drain out the side or direct drain to bilge. If the former, you should see a small clamshell fitting on the hull near the locker above the water line.
Some models drain the locker by routing water into the bilge. In that case it may be difficult to see where the water exits the locker.
If you are asking because you have water buildup in the locker, most likely you have an obstructed drain. If you have the clamshell, a simple cure is usually to use a garden hose to force water into the clamshell.
For direct bilge draining, you have to find the hole that is supposed to drain the water and either flush it or clear it using some sort of wire.
