Fuel fill hose replacement

I am in the process of replacing the fuel tank in my 83 Tournament 19. When I removed the 1 1/2" fill line from the fill nozzle, I found a bare wire sandwiched between the hose and nozzle. It did not look like a Grady installed wire. The wire appeared to be ultimately connected to the negative side of the battery. The tank has a connection( next to the level sensor) to the negative side of the battery. Is there a proper way to bond the tank to prevent static build up while refueling? I use premix and refuel from plastic jerry cans.

Leigh,

It is a ground wire to prevent the build up of static electricity during fuel filling. It is needed.
