head deck pumpout for 232

The owners manual for my 1999 232 either isn't really for my boat or I am blind. I can't seem to find the Y valve that it looks like is required to use the deck pumpout of my 232. Does anyone know how to access the Y valve or maybe I am totally off base by even needing to flip it before pumping. The reason I think that something needs to be done is that I know the tank is full and yet when I try and pump it out nothing happens.

on my '02, the valve was beneath the deck plate that was inside of the step in the cabin. don't know if it the same on yours. if you don't get an answer here, call gw. ron

Cardinal Coug the " Y" is located uder the step going into the cabin through the deck cover.
