Can anyone identify this part or tell me what you think it is:
It was installed on a 2003 GW Seafarer 226 with a 2005 Evinrude ETEC 200 HP. I also have a windless anchor.

Do you know the purpose of this breaker or why it is used on the negative cable?

In most cases, circuit protection is on the positive - but sometimes it's on the negative and sometimes it's on both.

What circuit is this protecting?

I believe it is for my Windless Anchor

They use a thermal breakers on ether side of the circuit to open up if overloaded. Good answer instead of a fuse - it will reset quickly without you having to find a replacement fuse! But if it keeps tripping ask yourself "Why?".
