I was just reading up on off shore gear on Shimano’s web site and came across this.

To the liberal defenders out their try and defend this stunt.

Feds to 60 Million American Anglers: We don't need you

IRVINE, Calif. USA – October 5, 2009 – A recently published administration document outlines a structure that could result in closures of sport fishing in salt and freshwater areas across America. The White House created an Interagency Oceans Policy Task Force in June and gave them only 90 days to develop a comprehensive federal policy for all U.S. coastal, ocean and Great Lakes waters. Under the guise of ‘protecting’ these areas, the current second phase of the Task Force direction is to develop zoning which may permanently close vast areas of fishing waters nationwide. This is to be completed by December 9, 2009.


Dave Pfeiffer, President of Shimano American Corporation explained, “In spite of extensive submissions from the recreational fishing community to the Task Force in person and in writing, they failed to include any mention of the over one million jobs or the 6o million anglers which may be affected by the new policies coast to coast. Input from the environmental groups who want to put us off the water was adopted into the report verbatim – the key points we submitted as an industry were ignored.”

Recreational fishing generates a $125 billion annual economy in the United States and supports jobs in every state according to government figures. Through the Sport Fish Restoration program, anglers have provided more than $5 billion through excise taxes on fishing tackle to fishery conservation and education for decades.

In addition to the economic aspects, anglers lead the nation in volunteer conservation efforts on behalf of improving fish habitat, water quality and related environmental areas. “There was no mention of the fishery conservation efforts which anglers have led for over 50 years in every state – an environmental success story that has no equal in the world”, said Phil Morlock, Director, Environmental Affairs for Shimano. “The Task Force did not make any distinction between the dramatic differences between harmful commercial fishing harvest methods and recreational fishing, even though we spelled it out for them in detail,” added Morlock.

Claiming to be the result of a public consultation process the report states, “Having considered a broad range of public comments, this report reflects the requests and concerns of all interested parties.”

The original White House memo and not surprisingly the Task Force report contains multiple references to developing a national policy where Great Lakes and coastal regions are managed, “consistent with international law, including customary international law as reflected in the 1982 United Nations Convention on the Law of the Sea” - a 300-page treaty the U.S. has never ratified.

“We question what implications there will be for state authority and jurisdiction in the Great Lakes and coastal regions if the U.S. adopts the U.N. Treaty,” said Pfeiffer.

The report makes it clear that future authority for implementing the policy for coastal and inland waters will fall under White House jurisdiction with a new National Ocean Council comprised of over 20 federal agencies at Cabinet Secretary or Deputy Secretary level. No reference to Congressional jurisdiction is indicated.

“This significant change in U.S. policy direction is the result of a 90-day fire drill process as ordered by the President that, not surprisingly, lacks balance, clarity and quality in the end product,” said Morlock. “People who simply want to take their kids fishing on public waters deserve better from their government,” he added.

Shimano is joining with other members of the recreational fishing industry to urge anglers to contact their members of Congress and the administration to request this process be required to adopt the economic, conservation and social contributions of recreational fishing as key elements of the policy. It is critical that we ensure Congressional oversight and state jurisdiction and management continues.

they have already shut down zones here in cal. they want it all shut down. The new charts/chips will have the shut down zones on them. They come out in July. This is just the start.

Please, everyone take a look at the attached. If you do not already know what is wrong with our government you should after reading this load of BS. In concept you can see what they are trying to do but in reality they (Obama Administration) wants to build yet another layer of government overtop of multiple existing dysfunctional layers to manage the ocean and great lakes.

If any of us wrote circular nonsense like this in our business life we would disserve to be fired. Hell, I'd fire myself.

Many of you probably never fished the surf there, but in this instance, the state, not the Feds, closed the beaches. They claim the fisherman disturb what they say is a rare bird, the piping plover. At high tide, the water comes up so high, it goes to the fence line, (they put up fences to keep fisherman out of the dunes) that you can't drive down the beach with your 4WD. The state of NC did it down there, and it didn't make national news, but we're really screwed - everywhere.

PLEASE NOTE THIS IS NOT A POLITICAL STATEMENT BUT AN OBJECTIVE STATEMENT DUE TO READING THE 30 PAGE GOV REPORT..From reading the report My understanding is a consolidation of state data for a more comprehensive report and this legislation seems to be more targeted towards commercial development and energy resource and development.I fish in N Y and would love to see a better managed recreational fishery with the surrounding states.If You compare size and creel limits to surrounding states it is absolutely rediculous.So please if anyone has a REALLY good understanding of this please chime in and not just start yelling the sky is falling without the details.This week I'm going to try to get some info from Sen. Schumer's office.He has been following the mishandled fishing regulations in N Y so hopefully can shine a light on this.

The fishing ban has already started, see the post from the guy in CA. Fishing has also been banned in many locations on the beaches of NC. The evidence is there, this can't help us. How many levels of bureaucracy do they need? Already they have the EPA, NOAA, Department of the Interior, state wildlife and fisheries agencies, and that's just without doing any research.

OK, Sen Schumer is all you have to work with, I understand that. But if Chuck Schumer were to tell me anything, I don't think it would have any more validity than something Nobama would say to the electorate.

What I'm saying is do You know who banned the fishing in CA?In the case of N C it sounds like they didnt ban the fishing just the beach access for a bird estuary by a state or local government.Was this necessary?I have no idea and have to imagine You dont either being neither one of us Know the details.PLEASE NOTE I AM NOT FOR OR AGAINST OBAMA.There are many states that are considering nearshore and offshore development of power sources and natural storage gas facilities and that seems to be more what this legislation is about. What i am for is a comprehensive marine survey that will take all the data from state to state and regulate the fisheries in a fair and sound matter.I don't care who is President when this happens.

And in Northern Cal as well. That being said, they are still closing areas all over the place, once they close an area its game over for that area. Different groups working with different info. This is the start and the tip of the end of fishing areas in the ocean and coming to the bays as well. People can't even agree on what kind of data to use.

You're right, Jellyfish. Unfortunately the Nor Cal and Cent Cal closures got put into place first because of the relative lower opposition (i.e. fewer fisherman). The sad part is, it's not even about data, it's about pushing an ideology...

So where does this link go?It will probobly just fall to the waist side,which is really a shame.It sounds like salt water anglers need federal representation.I dont feel an elected official would represent us as well as some form of lobbyist . Is anyone aware of a private organization that lobbies for fishermen?

I agree with your assessment of state by state fisheries management and the failings thereof, in fact I believe that it was Federal intervention that saved the Striped Bass population from total collapse in the late eighties. I believe that we are on the door step to a second intervention, but that a story for another thread.

Your read of the Interim Frame work and mine were different, I will read it again tonight with an eye towards your interpretation. I will be very interested in what Schumer's office has to say. Please keep us posted.

As for closures we have species targeted ocean closures now in Massachusetts, one of which is right in front of my home harbor and it is by the Fed's. It protects a Cod breading area and I believe that it is needed. I frankly believe that the Feds are better equipped to handle the management of our fisheries. My concern is yet another layer of bureaucracy because as we all know government only grows it never contracts. Ergo form a new agency and leave all of the failed ones in place to suck up dollars and do nothing.

Finally, one last note to this rambling diatribe. In Massachusetts we as well cannot access huge sections of most of our wild beaches from April - early August due to twenty or so nesting pairs of Piping Plovers on each beach. To point out the lunacy of this, once people were banned from the beach the population did not grow. Next, the nests were enclosed on four sides with fence to keep the skunks and raccoons from robbing the nests and again the population did not grow. Last year, I swear to God this was discussed, when the population of plovers still did not increase the environmentalists wanted to, get this SHOOT the Crows that were robbing the nests.

Crap like this is what keeps me up at night.
