re bedding cleats

one last project I'd like to get knocked out on my boat is re bedding the cleats. The port forward cleat just aft of the anchor pulpit would be the first one i go after. Are the nuts on the underside held in place somehow or am i going to need to remove some of the material on the inside of the cabin to access the nuts in order to remove the cleat and re seal it?

Maybe some carpet. Re-bed with 5200. Wipe excess off with paint thinner for a neat edge.
