I'm looking to replace my entire rocker switch panel on my 2000 Islander. I've heard I can possibly order an entire panel replacement? Plug and Play? Does anyone have any experience with this and can offer some guidance?

Look at new wire marine site. All kinds of choices of materials and switches and options.
Obviously, the more you do yourself, the cheaper it will be. There is a trade off. I opted for prewired switches but I laid it out myself with the e-panel builder.
It helps if you understand DC wiring and the different kinds of switches and when to use which type.
You can use the e-panel builder or you can contact them and they will help you.
