Rusting bracket

I hope I can describe this right. Have been seeing a trickle of water thats rusty colored along the gunnel side of my port fishbox (behind passenger seat). Imagine if you were changing out the frsh water pump under the gunnel, the puddles always start back there after rains or a good cleaning.
Traced it to a metal L bracket that can only be seen by beding down in front of the seat and looking underneath in the aft direction. its bolted to the glass and a small bulkhead thats carpeted. The carpet around the bracket is dark rust color now.
WTF? Do I need to repalce a structural bracket? Anyone ever see something like this?
 
I don't think its structural per se.....most structural pcs on a boat are glassed in...this sounds like some type of mounting or backing bracket to some other piece of hardware on the boat. Either the bracket or the bolt/screw itself is lower grade stainless or just carbon steel from a previous repair/addition....crevice corrosion will eat a stainless bolt from the inside out and typically leaves the type of staining you are describing ....it happens to even good stainless just over a longer period of time when in contact with sea water.......what's attached to this thing? Can you post a picture? Is it a hanger of some type? It shouldn't be a big deal to change out the fasteners if needed.
