scupper question

There are two sets of scuppers on my 252 sailfish one set is well below the water line and drains the deck, i can see water in the deck holes and also the upper scuppers are letting water in to the transom well which is leaking through the bilge access and causing the boat to take on a minimal amount of water. I know the scuppers shouldn't allow water to enter just exit. therefore I know they all have to be replaced. My question is about the upper ones, is it common for them to be below the water line when the boat is realtively full of fuel (approx) 150 gallons? Also my manual and mechanic says that the warning buzzers are supposed to test themselves when you turn the keys on but mine dont, any thoughts?

thats not the greatest scenario....the deck drain is usually around the "mendoza" line...some guys have them lower in the water...like mine, and some have them above the waterline......but the second set for the transom well shouldn't take on water to the point its getting in the bilge. How old is this boat? Maybe the core is getting a little wet/heavy? Look at the 84 Trophy Pro rebuild on this site....both his scuppers are above the waterline......

the boat is an 86 I picked it up for short money so if i had to rebuild it it would be well worth it.

when the season is over, I'd pull the tank covers and test drill and tap some of the wood for water absorption....same with the transom....if you remove a screw down below and water comes out or you just drill a test hole and its wet, it may be time for that rebuild......but check it out first before losing too much sllep over it...
