I have a 1999 247 and there is plastic thru hull drains maybe 1” right where trim tabs are. Was trying to see what they are for but hard to see where they are going. Any info on these?

Yes below water line. There is a cut out like a pocket under hull the tabs are tucked in probably for trim tab ram. Trim tabs are set back because of euro transom. There are some type of drains in there also.

Here's a picture of the same year, make and model boat as what you've got. Are you referring to the black/white plastic drain to the right of the motor? If so, to me it looks like it could be a motor well drain? I wouldn't think that just looking at the position of the drain plug, that it would be underneath the waterline.
I found what they go to. Motor splash well has 4 drains 2 go out back of transom and 2 for some reason go out the bottom of boat next to trim tabs. Never really paid attention to them as they are hidden. Was in bit of panic, headed out in morning and they don’t look great and are plastic. Dumb design I’m getting rid of them glassing it in.

The two on the transom are obvious.
The left one connects to the top of the trim tab pocket in the Eurotransom.

Not sure that I'd fiberglass them in, but a lot of the guys on here will upgrade from the cheap plastic to getting something that's stainless steel or similar.
Thasnk for the pictures. If they are nylon, that's a no-no for under the waterline. Grady shouldn't have done that. However, if they are Marelon (a very special, fiber-inforced plastic), then they are totally OK. Marelon IS allowed below the waterline and is actually an excellent product.
If you want to replace them with a metal, make sure you use bronze. Don't use SS. Bronze is MUCH better than SS. Plus, SS isnt approved for below the waterline, either. Bronze will likey outlast the boat. Not brass... bronze.
Yes that’s it Hookup1. They are just cheap plastic should of never been there. Lucky I caught it they were about to break any day.
I would be at least equally concerned about that pop out plate in the splash well. That’s a big hole if the lid pops off, and another goof on Grady‘s part.
If it does pop out, you don’t want to lose it overboard. I had two of those in the splash well on my previous tournament 22. I drilled a small hole through one of the reinforcing ribs on the bottom of the plate, and secured it to something below with 100 pound leader mono.
