Does anyone know when trailering a boat weather the width is measured by the beam of the boat or the width of the trailer?

Your state will have maximum width limitations based on both. Most states your boats beam limit is 8'6" and your trailer width max is 8'.

since i will obviosly need a permit to trailer a boat that is 9'6'' how much will it cost and what will i have to do??

Contact the D.O.T. in each state you intend to trailer thru. Restrictions will vary from state-to-state.
