Why am I not getting a full tank in my Freedom 285?

I ran the tank in my 2016 to empty and was able to fill with 175 gallons when the pump stopped. All data says the tank is 201 yet it seems that I am 25 gallons short. Does this make any sense?

Too much weight in the bow? Put a level on the deck.

Oops I had my bow filled with spectators while I filled the tank. Did not think of that.

Extra weight forward probably won't for the difference' Extra weight aft can affect the level reading significantly. The fact is that even if you ran 'out' of gas, there will still be gas in the tank, just lower than the pickup. In addition, the sender depending on type may not accurately measure tank levels.
A word of advice; If you rely on your gas gauge to determine how much gas you have, especially when levels are low, you will eventually run out of gas
Finally for everyone's safety, you should not have passengers on board when you refuel.

Seasick is right-weight on bow shouldn’t cause incomplete fill because tank vent from the rear. Weight in the back would do it!
