I want to set the idle on a 9.9-- 4 stroke.. I can probably get away by doing it by ear but manual calls for 950 rpm.. Anyone know of a cheap tach I can get for this ? Really don't want to spent much on this and cant find a friend with one.

Try Sears or an auto parts store for a tach/dwell meter.
You will need to hook it up to a 12 volt battery and connect the inductive lead to the spark plug wire if this engine has one.

Sears also has a photo tach that you place a piece of tape on the flywheel and it will read the rpm's.
