Sliding side window replacement?

I noticed my sailfish cabin has been too hot and no ventilation. It matters that the starboard side window does not open for a cross breeze. I thought originally that it was not supposed to be able to open, having only looked closely at it from inside.

But outside there is silicone all around it, sealing it. There are no holes for hardware. Seems this window, at some point has been broken and replaced.

Going to port side, I do not see how this window would be replaced as a moving window. There is virtually zero up and down movement for replacing as we would normally change any other kind of window.

Anyone ever change one of these? Does the whole frame need replacement with all glass already in place?
