The Sure Bail float switch for the shower sump pump is not working when totally submerged. However, if I manually turn the little knob on the Sure Bail, the pump starts pumping. Any thoughts on what this could be?

Sounds like the float is either gunked up to where it won't float on it's own or has somehow lost it's ability to float all together. Take it apart and see what's what.
It’s a Sure Bail, they’re sealed.

But it may be waterlogged/cracked and doesn't float. Fill with water to see if it come up.

They are sealed until they freeze or are damaged some other way. It's not magic. When you lift it up the pump runs. When you add water the float doesn't come up to turn the pump on. Either the float doesn't float or the the float is bound up on the hinge and won't come up.
