1990 Grady White 228g Bracket filling with water.

I have a Grady white 228g that was built in 1990. It has a 2003 Yamaha four stroke 200 on it. It does sit a little low in the back but not anything concerning. I talked with some people at my marina and they say to replace the plug and go from there since its inside. They tried to look at the bracket from the port on top of it and they said they cant see anything cause its filled with fome. The bracket does a caulking around the edges and bots that are dry rotted. I do not know about the plug but i will replace it because the outer part is dry rotted, the inside of the plug seems fine. When I went to drain it it was full I'm assuming is has not been drained in forever. Just wanted some advice on putting new sealant around everything and where to get a new plug. Thanks

ps, It rides like it has a 250 on it when the bracket in drained.
