I’m buying a 1994 228 seafarer with a spigot mounted in the gunwale on port side. The insert is cracked and I cannot find a replacement.

By 'insert', are you referring to the spigot, or to the plastic housing?

There are some old threads here about sourcing those, but not sure which models. Start guessing search words.
If you are referring to the roundish insert that is mounted on top of a gunnel and holds the sprayer, those are readily available
If you are referring to a box mounted on the side of the gunnel, you probably won't find the original part. You have options, One is to repair the existing part but that depends on how bad it is. Second is to have a copy made using the old part as a mold. That will be expensive. The third is to replace with a similar product. here is a sample type form the Scanvik catalog where you can see all the options.
