I am looking at a 2004 257 Advance and it is plated for 8 passengers. Most of the other years (same size and model) I've seen are plated for 10 passengers. Can this be changed?

The short answer is no, you can't change it:

The long answer is also no. In order for the capacity rating for a particular model boat (make and year) to be legally changed, the hull has to be recertified for the different load and the manufacturer is not going to spend the time or money for recertification. In addition, the test hull needed for the certification may not exist anymore.
