I have gone back over this thread several times.
Some of us (including me) have tried to help the OP, but it could be looked at that we have gotten on his case.
I still have the question about "authority" for a surveyor to make a change in rated HP.
- I am not aware of any state that "licenses" surveyors as to their knowledge, only a business license.
- The CFR is pretty specific about calculating the rated HP for a boat with a "factor" greater than 52, and this boat doesn't calculate out to 500, or even 450. Just the HP that GW rated it.
- I can go the local engraving shop and have a new plate made for a few dollars. That may fool the boarding party, but it doesn't mean the boat is safe with that HP.
I truly hope that the OP has a great experience, and I hope to never encounter him on the water.
