I went to pump out head I could not waste cap off for the life of me. Had a little problem last year but was able to unscrew. I tried with Perko key and it snap. I spayed some WD 40 around cap still no luck . Any suggestions

PB Blaster is a better penetrating fluid than WD40. Might need to sit for a day or two, though - spray it a couple times over the course of a couple days. I thought I saw metal keys - but that was a long time ago. If you can find the same type of key in metal, you can add a short pipe over the handle for some extra leverage. If not, try one of the all-in-one keys and a set of slip-joint piers for leverage. Try to hold the all-in-one near the center so it doesn't just bend, though. Or, make a key from some scrap metal. You could also try using a cold chisel and tap it with a hammer to loosen the cap.

You might try this.....

The oring is likely preventing any penetrating fluid from reaching the metal threads. They could be somewhat corroded causing difficulty in removal.

See if can find an old filet knife with long thin sharp end point. Push it down between the gap of cap and outer fitting to poke holes in the oring or even slice through it. While knife is pushed in, spray some penetrating lube. Intent is to try and get some lube past the oring. Try all around the gap like this and see if it lets you find a spot to try and get some lube to the threads.

Once removed, use some Vaseline to lube the threads, replace the oring and lube it also with Vaseline.

Lubing the o-ring is a good idea, but I might suggest a better product. Vaseline is petroleum based and will breakdown rubber products over time. Now, most o-rings are no longer made of rubber (often times they're now made of an elastomer called Viton) so this is a somewhat moot point - but if the o-ring one is using is still made from rubber, then a silicone-based lubricant such as plumber's grease is better. If you're not sure, use the silicone based product as it won't harm the Viton, either.

Thanks everyone for the suggestions. I finally was able to remove the cap. Putting new one on as I really messed the one up that was on boat.
