Ok folks. Here is the official reply from Grady White Engineering Dept.
1. Grady White does not apply any bottom paints at the factory.
2. They have had very little problem with blisters over the years, accept when boats are kept long term in fresh water.
3. If a boat is to be kept in the water. The Boat owner should select a paint manufacturer and he himself or his yard should follow the directions exactly To the Letter. If they recommend a barrier Coating. It should be used.
In further discussion, he asked me what I did To my Express. I told him that I had the yard apply 2 coats of the Pettit high build up epoxy and 2 coats of Pettit Vivid.
The reply was.”That’s exactly what I would do on my personal boat. Good move”.
Take from that, what you will. Incidentally. My boat stays in fresh water thru the winter near my house.
