Bottom Scupper on Seafarer?

dad's just bought a 1989 sefarer 226 and we are trying to get to know this thing. It has a standard deck scupper (rubber flapper style) down just above the drain plug on the transom, my overnighter does not have this. What is this draining from? We're not very keen on it seeing as its below the water line.

Also, how do you service the fish box drain ports on the sides of the hull? thanks.

Would this not be the livewell drain? Simple way to find out, put water in the livewell and see if it drains out. On the 228 the livewell drains out of the transom, but then again the livewell is in the stern of the boat.

this boat does not have a livewell, just 2 fishboxes under the helm seats. and those both drain out the sides of the hull. i was thinking it ws for the cuddy cabin but it seems too big for that.
