Bushing replacement

Hi all, has anyone replaced bushings on the through tube that the sea star steering mounts to on Yamaha V6, mine is an 03 F225.
When the motor is tilted up completely the tilt lock lever will not engage, it hits on the mounting bracket .
I have an engine hoist to support the motor during the process, but have heard getting bushings and washers lined up for reassembly can be a challenge, any tips or advice from anyone who has made this repair would be appreciated.

It seems hard to fathom that a worn bushing could create enough slop to prevent the tilt lock from functioning. Are you certain the motor is tilted all the way? My F250 tilt lock has probably 1/2" of gap when the motor is fully tilted.

Are sure the steering isn't getting in the way? I too do not see how a worn bushing could cause the situation, Now if that side is totally disconnected as if the bushing weren't there are split in two, maybe the motor would drop enough to cause the lack of clearance. It's a new one to me.
