I got the bolt out of the zinc cap, but I can't get the zinc loose.
Is it supposed to come off to pull the old prop off? Or is there something I'm missing?

The screw holds it on. Stick something in the zinc and tap. There is a small edge on the outer diameter of the zinc. Work a small screwdriver in and tap laterally. It is likely just stuck on. Should pop right off. Lightly sand the zinc and the mating surface of the thruster prior to installing the new one.

If that doesnt work, slowly cut it with a dremel start at outer edge (where goggles and mask)

i use a channel-loc and just pull the anode off. under that is a nut holding the prop on. when you reassemble, use a lot of dielectric grease over the backside of the anode and screw. makes things a lot easier. (grease the prop also with good marine grease) good luck, ron
