Electrical problem at key switches?

On my 94 Sailfish, I've got three batteries (one house, one for each of the two engines). Each of the engines will start and trim as long as its switch is pointed to "1" or "both." However, if I turn either engine switch to "2" -- although the gauge lights display and the initial three beeps sound (weakly) -- neither engine will start. I also noticed that when either key is turned to the start position, the gauge lights go out until I release the switch. Could this be as simple as a bad battery or is it something in the key switch unit (or something else)?

Battery #2 is bad.

Depending on the age of them, the other one may not be too far behind. You may want to replace them both and start fresh, particularly if they are more than a couple of years old.
