The tank is under that panel in front of the motor well . The fresh water pump on mine was in the aft port locker, next to the oil tank. The run from the tank to the pump is not very long. On mine there was a filter (screen) device on the inlet side of the pump. That would clog up every season due to tank scum. When it clogs, the faucet acts like the tank is empty. It spits and hums but very little water flow. So just sputtering and spitting a little wate may not mean that the tank is empty.
On the 208, the fresh water is plumbed to a pull out sprayer on the aft port gunnel. That sprayer also can get clogged.
Remove the sprayer nozzle and turn on the pump to see if water spurts out. When you remove the sprayer, hold onto the hose as it otherwise might fall back into the aft bilge area.
