How to trouble shoot rocker switch

I flipped the rocker switch for the bow bilge pump and noticed it was still running when the switch was off. I then toggled the rocker switch and could get it off but only in transition not in the full off position. Is there any way to resolve this or do I just purchase a new rocker switch and move on.

The helm switch is normally for manual operation. In addition to manual mode, the bilge pump is always capable of automatic operation typically from a float switch that detects high water. If the pum is always running, the float switch may be stuck up or it may be bad.
The automatic operation gets power directly from the battery even when the batteries are shut off. If you let that pump run continuously you probably will fry the pump and definitely at some point will run the battery down.

First thing is locate the float switch and see if something is stuck under it ( some switches have an enclosure and checking requires the cover to be removed or the whole switch has to be disconnected.

Since it seems that your switch is causing intermittent on/off issues and you were able to get the pump to turn off by playing with the switch... you've already trouble shot it. Replace the switch.

I also suspect the switch is bad. Which is easy to replace. But sometimes floats get hung up on those pumps causing them to run.
