I checked into this last Friday. I found there was about 2 inches of water in the tank. It looks like theres no "foreign matter" in the tank and id guess that it may have never been used. i went through the recalibration of the level indicator and after a couple attempts it seems to have sorted out the problem. Hopefully it stays fixed.

Did you fill it from the deck pumpout and empty several times.

I filled it from the toilet and pumped out several times. i had to recalibrate the high level several times.
