Boat has been under a tree for at least a decade
Leaves clog up bilge, boat soaks up water.
I see boats like that in yards all over Ocean County. They never want to let the dream die.
Something made them park that boat.
I've seen a lot of nicer, newer boats that guys loved and maintained every year and still weren't worth fixing.
It will never be worth the time and money to anyone else so it needs to be the journey that you are after.
take a good look at the transom, deck, stringers, fuel tank, wiring, seats,steering, battery...
I can't see it but I don't have much hope for the motor either. Might even be a 20" transom.
I could be wrong. Just giving you a brutally honest opinion based on experience.
edit: Nice brochure!... yep 20 " transom, foamed in aluminum tank, No scuppers...
