Looking for a countersunk and bent washer

I need a countersunk and bent washer very similar to the ones on my Sportsman seat fram floor fixings. I have circled the washer in the photo.
Does anyone know what these might be called?
Even better, where to get them??

I'd find the correct size washer and DIY it using a tool like this:

Countersink tool

I would def not pay 50 bucks for it but im sure a cheaper substitute could be found.

Once it's countersunk, Rubber mallet can do the rest

I'm curious, did you remove your seat from the deck? I've been trying to find out information about doing that so I could turn the seat around. That way I could slide a cooler under it from the rear. Right now they have that bar across the top in the back, I'd like to switch it to the front. But I've tried turning the Phillips screws and they don't move, and GW tells me that they are not removable.
Any insight you could supply would be appreciated.
