This is a tough one. There's a lot of "open endedness" to your question so it's really hard to give a credible answer. From how much moisture... to where... to "may cut corners"... there's just too many variables here. The truth is, pretty much all boats will show at least some moisture on a survey. It's not necessarily a bad thing - but now we're back to the "lot's of variables" thing... how much, where, why, etc.
Your best bet is to hire a good surveyor to check it out. Many surveyors will do hull surveys - but check around (get references) as to who really knows what they're talking about when doing a survey. Many will do moisture readings, but all they are really doing is reading a meter and copying that down. Others will diagnose and give you real, USABLE, advice.
