Are they all bad?

Pull the panel, look at the back of the breakers - there's usually manufacturer info on them. But probably Blue Seas.

Those red buttons suck.

If it were me I would replace the top three with blade fuses and the 50A with a Bussman 185 style switchable breaker

They are all original from 2007. I don’t know if they work or not, I’m not sure how to test them. But I can tell you from the back they are all a solid mass of rust and corrosion

you can't test them. You can't switch them off. If you get new ones they will rust too.
Google "red button breaker".

Blue Seas makes a "better " version (they will still rust) that has lugs and nuts instead of phillips screws. So you will have to remake the terminal ends on the wires. If you have to do that anyways then might as well get a good trip-able breaker.

looks like you have plenty of room to work with. my boat equipment salvage shop has tons of old panels i bet i could find one that with some modification would work. or go whole hog and have new wire make you one. mount it on the outside not inside as pic shows and you have much more leeway. yes use trip breakers
