OnoEric, the moorings on that side of the pier are run by the folks at Joe’s Rent A Boat. 510-310-0455.
During the busy season, you can call to get an idea on availability, but its first come first serve. Now that the summer is winding down a bit, there will be moorings available over weekends, no worries. Also, there is a free shore boat service (must tip the guys though). A Shore boat ride is $4.50 per person, each way on the Harbor side. Ouch. Fyi, they pull these moorings in October for the winter.
Thanks to technology, you can eyeball the moorings in almost real-time to see how full Avalon and Two Harbors look using the Catalina Web Cams.

For Joe’s moorings, go to the Navigation drop-down menu on the left and choose Catalina Landing Cam. Pick Zoom Points “Catalina Landing” for a good look at the moorings on that side of the pier. The Zoom Point “Green Pier” let’s you see the time.
The Casino Cam gives you a view of the Harbor side of Avalon, etc.
If you go to the Two Harbors Cam and click on the “current conditions” and scroll down, they give you a mooring availability count in the various harbors there. We’ve been itching to spend a day or two in Cat Harbor (and Little Harbor where there are fire pits and heads on the beach too) on the back-side, but haven’t gotten to them yet….
