Pompanette Platinum Chair Adjustment Lever

I figured I'd bring this to the brain trust, I'm trying to figure out what this lever does and if it's worth me taking the seat apart to try and repair it. I've got a 2006 330 Express with the Pompanette Platinum Helm Chair (link: https://pompanette.com/store/boat-s...num-series/product/platinum-helm-chair-t9023/). The lever in the attached picture has not worked since I've owned the boat. I can see two cables attached to the backside of it. One appears to be frozen. Before I take the seat off the boat and apart (it's under wrap for the winter), I'm trying to figure out what the lever does? Recline the backrest? Allow it to lay flat?

Does anyone know and has anyone had this apart in the past?

Uneducated guess from reading their product literature…switch for the reclining backrest? It may be electric.
