My pump is running but no water comes out. Air comes out, but no water. The seacock is open, the filter is clear. I even tried putting a new pump in, but no improvement. The exact same thing is happening one with the freshwater shower - the pump is running, but no water is coming out (there is water in the tank). Any ideas?

Put a freshwater hose onto the end of the saltwater hose outlet and flush it backwards under pressure. Then try it again and see it it works normally...

This is odd - the water systems not that complicated. Unscrew the water exit handles (shower head, sink faucet, etc.) and try running water to make sure the handles aren't clogged. Even though the handle moves, possible the raw water thru-hull is broken.
The ball on the handle at the transom opens the seacock and it is open, so unless there is a problem with the seacock, that's not it. I'm suspecting an air leak between the seacock and the pump so I'm going to replace the lines and filter and see what happens.

Have you removed the hose to seacock and visually looked at the ball valve? Just crazy that pump won't suck up any water.
Air lock most probable. Water pumps don’t pump air well at all. Prime it when you replace the lines.
What is thr feed to the washdown pump connected to?

The fresh water pump"s inlet should be lower than the water level n the tank and assuming no loops would therefore self prime,
The raw water washdown could be directly connected to a seacock, or perhaps to the aux output of a dual port pump. That should also self prime by water pressure but it is possible that it needs some water to get going, There are several ways to do that, some easier on land. Before taking anything apart and if in the water, make sure the sea cock is operational should you need to shut it off quickly
The pump is directly connected to the seacock and goes through a filter before going into the pump. Since my pump is blowing air but not water when the boat is in the water with the seacock open, I’m thinking there is a leak between the pump and filter or between the filter and the seacock. I’m going to replace the filter and see what happens. If that doesn’t t solve it I’ll replace hose next.
Is the filter a strainer type?
Regardless if you remove it, the fitting will shoot water out if the seacock is open

This thread is getting way too convoluted. How can "The pump is directly connected to the seacock" and "goes through a filter before going into the pump." at the same time????
It's not that complicated. Take the hose off the pump. Does water come thru seacock? If not pull filter. Backflush thru hull. Most likely the problem. Got water now?
Pump is below the waterline. They self prime. Air leak is not your issue.
If the problem is the pump just buy an identical pump and toss the other one. Mounting holes and fittings will be the same. Don't make it into another project.

Does anyone have photos or a diagram of how the raw water hoses are supposed to be routed? I looked closely at mine yesterday. I’m concerned that it may have come misrouted from the factory.

Odds are very much against it being done wrong at factory - and the fact it is two different pumps would be another sign against that.
Did the pumps work in the past or is this a brand new boat?

Update - the hoses were indeed routed incorrectly. I swapped them today and my raw water wash down works.
