Assume your replacing the transom. why waste the money for a survey when it’s already apparent.

If the motors show gross neglect with all the salt residue, then that is how the whole boat has been maintained. I'd walk on that one for sure. The unexplained cracks in well also give cause for concern. There will be other boats come up for sale, keep looking.
