What is this bare wire connected to the Yamaha engine bracket?

Collective brain trust what is this exposed wire connected to the engine bracket? The end of this bare wire is sharp and today pierced my PowerPole hydraulic line and caused some sandbar troubles. More importantly, can I take a file to the sharp edges of the wire-holder bracket and the tip of the wire and gently file this down? Thanks in advance!

Its a ground bonding wire. Ties differnt pieces of metal together. Yes file it won't hurt. you could put a blob of silicone on the end too.
