What is this thing I found on my boat?

Found this on my new to me Journey 258. I'm guessing it's upside down in the pic. Any ideas where it lived, what it's for?

Upside down. 2 knives in the rear slot, needle nose pliars in the front slot and the hole below. Rigs hang in the 4 holes by their hook.

Thanks! Any idea where it was installed? I've been looking for screw holes but haven't found any.

May not have been on your boat. We tend to collect things, I have 2 or 3 of those in my garage.

Good call on that. Could be installed, just make sure the location makes sense and you can get what you put in it when you need it.
