A seacock is a valve between the 'sea' and the non sea:) Sorry for the pun but is is a passage way from the water side to the dry side and unlike a thru hull, has a valve. Now that valve may be a ball valve but it could be other types also. A sea cock is usually a 'one' piece unit in the sense that there is a hard (no hose) connection between the through portion and the valve.
A ball valve is a type of valve. You can have a ball valve connected by hoses on both ends or a ball valve built into another fitting.
So simply stated, a seacock defines more of an application whereas a ball valve defines a type of valve

One side of a seacock is flanged.

And I believe the seacock has NPS threads on the inlet and NPT on the outlet and ball valves have NPT on both ends.
