Russ, You don't need the boat off the trailer to replace springs , it can be done with the boat on very easy. You can remove and replace axles with the boat on as well.

Power the pump direct, if it doesn't work you need a new pump, if it works you can trace it back.

That's what I would do, one day you may have to change the sender as it may become inoperative . It is stupid that you can'r remove the sender without cutting the boat.
