    Something is not right here. If the correct switch is off and we assume the switch works, the pump can't run, water or no water. Again I ask; What fuse did you pull that made the pumps stop running? Also, are you sure you are hearing fresh water pumps running and not bilge pumps?

    Who really knows the mileage on a boat trailer? :) More important features would be make and model, GVWR, type of brakes ( ss discs, drums), type of suspension ( spring torsion etc) and tire age, not condition. How often the trailer is used helps, trailer that sit without use cab age faster.

    Does your cover go over the caps? I will assume the caps are chromed. I can't tell if the chrome is oxidized or if it was worn off. Perhaps there was some sort of reaction between the chrome and the boat cove ( if they were covered) Try some polish like Flitz to see if the finish will clean up

    If it smells right after you gas up but the smell goes away after a while, most likely you have leaky or old porous fill and possible vent hoses If you see gas sheen in the bilge water, you may have a 'real' leak that needs to be investigated.
