well if they haven't moved for 13 years some salt on the J brackets ( high quality S/S , not Chinese) will be a bit hard to pull up. Make sure you are pulling straight up , push them from the bottom up they should come. I only use my boat for fishing so I pulled them off as well, cushions too.

I wouldn't use a Garelick bracket either. I had one break several years ago and I almost lost the 10 hp outboard the only thing that saved it was the safety cable . I had the heavy duty ally adjustable rated for 20 hp . If I was you I would buy a fixed bracket like the one in the above picture...

They just lift up. They have 2 holes at the back, 2 J brackets mounted on the boat and they push down nothing else holding them, pull up and they should come.
