Maybe it is the breaker but it also could be a bad charger or a short in the wiring. Swapping out for a new breaker will help diagnose. but check the wiring for a pinch, chaffing etc first.

you need a digital voltmeter. You can get a cheap one at Harbor freight. The reading on the MFD is nit a good indication of battery voltage. I wouldn't buy new batteries without having the current ones tested. The big auto parts stores will usually load test batteries for free.

If you go the OX66 route, make sure the rigging includes the remote oil tank and harness. Also note that if you add a bracket, the harnesses, lines, and power cables need to be longer.

Overheating at idle speeds can be a weak pump or a stuck open poppet valve. Overheating at speed is not a symptom of a stuck open poppet valve but a weak pump is ( along with some other ugly causes). My guess would be tha the water pump needs to be rebuilt
