    Maybe it is the breaker but it also could be a bad charger or a short in the wiring. Swapping out for a new breaker will help diagnose. but check the wiring for a pinch, chaffing etc first.

    you need a digital voltmeter. You can get a cheap one at Harbor freight. The reading on the MFD is nit a good indication of battery voltage. I wouldn't buy new batteries without having the current ones tested. The big auto parts stores will usually load test batteries for free.

    Welcome back. I hope you have a full recovery. Your motor will probably make a full recovery also. Things were a tad old and after sitting unused for a year, impellers get stiff, poppets get sticky and t-states suffer redistricted flow. Good luck . Happy and safe boating!
